Now a days people need to apply for a Return Permit for Resident outside UAE if they want to come back to Dubai. After submitting the application you can check the status of your application by visiting Status Tracking website of GDRFAD and enter the search the parameters.
It is better recommended to take the GDRFA Dubai Return permit approval prior to your travel especially if you are travelling from India to Dubai.

You can click on the three buttons and download the approved document.
You will be able to view the application, view history, download application and download the approved document. Approved document is the Return Permit for Resident outside UAE and is valid for 30 days. If you have applied on 20-March-2021 and approved on same day then the reentry permit to Dubai will be valid until 18-April-2021.
In some cases reported latest shows that the passengers were denied boarding the flight because they don't had a approved Return Permit. Passengers travelling to Abu Dhabi must take ICA APPROVAL and green tick should be there.
Other emirates other Dubai and Abu Dhabi is also recommended to have ICA green tick.
